SEC has issued a Notice regarding the launch of the Hierarchical and Applicable Relations and Beneficial Ownership Registry (HARBOR).
Effective 30 January 2026, all Beneficial Ownership Declaration (BOD) pages will no longer be filed through the General Information Sheet (GIS). Instead, all beneficial ownership disclosures must be submitted exclusively through the HARBOR system. Below are the key points to note:
- Only active authorized eFAST filers are allowed to declare beneficial ownership information in HARBOR.
- The authorized eFAST filer must also have an active eSECURE account to access the system. Please login or register: https://esecure.sec.gov.ph/
- Starting 30 January 2026, all corporations must use the 2026 version of the GIS, which already removes the BOD page. Please refer to this link: https://www.sec.gov.ph/reportorial-requirements/corporations-with-primarylicenses/#gsc.tab=0ml-cft/harbor/#gsc.tab=0
- Beneficial ownership information will no longer form part of the GIS filing once HARBOR becomes operational.
This Notice was issued pursuant to SEC Memorandum Circular No. 15, Series of 2025, which provides that once the Beneficial Ownership Registry is declared operational, all beneficial ownership disclosures shall be submitted exclusively through the web-based registry, and the corresponding GIS section shall be removed .
